It is nearing lunch, and the committees are preparing and finalizing their resolutions. Unmoderated caucuses permeate throughout the committees as alliances are made or broken. As we move into the third session, these resolutions will be presented. But how do you write a resolution?
Heading – the topic of the debate, the committee name, sponsors (authors of the resolution), and signatories.
Pre-ambulatory clauses – state all the issues the committee wants to solve and why.
Operative clauses – state the solutions that the sponsors of the resolution are proposing to resolve the issues. It should address the pre-ambulatory clauses and include who, what, when, where, why, and how.
